To qualify for incentive payments under the recent US stimulus package, healthcare providers must have electronic health record systems that can communicate with other providers' systems as well as federal health funding agencies. Some are uneasy about privacy concerns, however, and establishing a unique identifier for all patients presents several significant issues.
