The Dutch Tax and Customs Administration (Belastingdienst in Dutch) conducts a research program, Power, which develops methods to support a systematic translation of legislation into the DTCA's processes. This program combines two frequently separated approaches in knowledge management; the codification and organizational approaches. The Power program shows preliminary results indicating that the methods, although still in development, have already added value. The methods developed help to improve legislation quality and to codify knowledge used in the translation processes in which legislation and regulations are transformed into procedures, computer programs, and other designs.
