Despite IP-based communications'huge potential, the mass deploymentof converged networks carryingdata, voice, and video has not progressedas projected. These distributedsystems bring with them nontrivial complexitiesthat require rigorous performanceoptimization.Joint optimization of network charac-teristicsin the presence of general application-level traffic presents a complexchallenge. Queuing strategies, call-admis-sioncontrols, congestion-avoidance mech-anisms,traffic-shaping policies, andpolicing technologies must each be optimized--often simultaneously--to provideadequate quality of service.
