This second issue of 1995 emphasizes the Annals' commitment to reporting the history of computing outside the US. At a time when the IEEE Computer Society views itself as "The World's Computer Society" and is becoming increasingly concerned with globalizing the coverage of its service, it is indeed appropriate and important that we recognize the myriad international contributions to computing. As our contribution to globalization, we have aimed at publishing articles that reveal the history of computing in Europe. Of course, we can in fact publish only what we receive! I would hope that the articles in this issue will stimulate the submission of many more manuscripts from outside the US for our consideration.
